Proliferation of Urban Drilling of Natural Gas Wells: The increase in the number of gas wells within the city limits of Fort Worth has occurred for several reasons. The value of natural gas and new technology that makes drilling and acquisition of natural gas deposits in the very large Barnett Shale natural gas fields under North Texas very profitable for the drilling companies, owners of Mineral Rights, and yes the City of Fort Worth. This issue is a very complex one dealing with landowner vs. Mineral Rights owners. State Laws sides substantially on the Mineral Rights owners’ side. CCNA President Gary Hogan served on the city's gas drilling ordinance committee in 2006. The experience of our own neighborhood brought the need to the attention of our city to strengthen the ordinance regarding noise, light, and other nuisance from gas drilling. The new ordinance was approved by City Council in July of 2006. Chapel Creek Capital Improvements: Roadway expansion preparations have been started with utility movements. A lane will be added to the East side of Chapel Creek so work can begin on the West side drainage and roadway improvement. The intersection of Chapin Road and Chapel Creek will also be part of the first phase. Expansion and new roadway along Chapin Road from Chapel Creek to past Wakecrest Drive should begin also later this year of Chapin Road. CCNA is still working on efforts to get a new bridge over I-30 expedited. We have been approve for infrastructure grant fund that is unfunded yet for 2007. Current and Future Development: Trail Ridge Estates : We learned this year that the largest part of our parkland dedication was refused by the Fort Worth City parks Department as being unsuitable. We have been working on a plan to assist the developer to bring this land back into an acceptable condition. We do Not want to loss this valuable amenity for our neighborhood. There is also a drainage issue we have become aware of that we hope to resolve in this area. Normindale Baptist Church : of White Settlement has bought some of land fronting on east side of Chapel Creek Blvd. for a future church site. Church have leased their land 50 acres for gas mineral rights and location of gas well site. The good news is the establishment of a church along Chapel Creek Blvd will be a good assest to the neighborhood. Pamilla Springs: This 354 acre development has begun land development just South of Chapin Rd and our CCNA .Consisting of 1,062 residential home sites. Includes plans to widen and rebuild Chapin Rd from Chapel Creek to the end of the subdivision to be built. See Chapin Road item below. The CCNA objected to this development due to the proximity of residential homes at 200 ft from gas wells and the inclusion of 290 small lot 40 ft frontage home sites (zero lot line homes). We were successful in eliminating this small lot product from the plan. Due to mineral right laws and state and federal regulations, we were unable to succeed on the issue of 200 ft proximity of gas wells.New homes will be built in this development at 200 ft from the 3 well pad sites which will have a total of 12 gas wells. The developers and City feel this issue should be a buyers choice. The problem lies in the fact that there is currently no full disclosure unless the buyer asks. The CCNA is also lobbying state legislature for separate disclosure at sale rather than closing of residential real estate. West Side Waste Management Transfer Station: WM closed the landfill on March 30,2007 WM is now in the process of capping the landfill area. The Transfer Station is now in full operation. The facility is state of the art. The CCNA has had a tour of the facility and all the odor / noise and nuisance abatement agreements the CCNA and Lost Creek Estates negotiated have been incorporated into their facility plans. The CCNA will be having quarterly contact meetings with WM to receive operation data to assure compliance with agreement. The CCNA is expecting to receive the $50,000.00 donation from Cherokee Horn from our negotiations and support of our gas mineral lease soon for this future park development. We will use the funds to also seek further grants and funding. When the park gets closer to reality we hope to use these funds for amenities to the park. We now need volunteers to assume positions on a park committee. Residents wishing to serve on the CCNA Parks Committee should contact Gary Hogan a or executive board. Gas Compressor Station: Our neighborhood met with Energy Transfer Partners on October 16t,2006 regarding their plans to operate a gas pipeline compressor station West of Wakecrest Dr. Concerns of noise and nuisance were addressed by ETP. They have committed to City noise abatement regulation and discussions regarding landscaping ascetics. A 20 foot tall noise abatement wal was erected in March to mitigate the noise. The sound wal was reported to be a success from residents living closest to the site along Wakecrest Drive. |
