Chapel Creek Blvd. Improvements: The center turn lane was added from Chapin Rd. to Meadow Gate Dr., the dangerous crossover median was removed at Cool Springs and Old Weatherford Rd., and traffic studies were performed at the request of the CCNA in 2002.  Construction on widening ran from 26 November 2007 to 14 June 2008.  The CCNA is hoping that financing for bridge replacement stays on track for 2009 funding and construction in 2010.  The CCNA will continue to keep this project in the vision plan of TXDoT and the Ft. Worth Department of Transportation and Public Works.

Area Commercial Developments: The Sonic Drive-in at the southeast corner of I-30 and Chapel Creek Blvd. is a good example of the importance of NA activism and awareness. While many residents may like having a Sonic close by, the noise and lights are likely undesirable to the homeowners immediately behind the business. As the development is outside the CCNA boundaries, our organization did not get involved directly with that situation, but did forward information to some contacts in the affected neighborhood.  In addition to Sonic and the Exxon / Subway / Church's foodmart, a strip shopping center and possibly a hotel may become additional future developments on the surrounding sites.

WM Westside Transfer Station: Waste Management, Inc. closed the west Ft. Worth landfill on 30 March 2007, and has completed the process of capping the landfill area. The Westside Transfer Station is now in full operation.  The CCNA and Lost Creek Estates HOA negotiated the incorporation of state-of-the-art odor, noise, and nuisance abatement agreements into the facility plans, as well as a limit of ten years on the site service life, and a reduction in the allowed maximum trash volume from 4,600 tons/day to 2,300 tons/day, which reduces traffic volume by half. The CCNA and other area Associations meet quarterly with WM to receive operation data and assure compliance with our agreements.

ETP Gas Compressor Station: The CCNA met with Energy Transfer Partners, LP in October 2006 to discuss their plans to operate a gas pipeline compressor station west of Wakecrest Dr. ETP addressed concerns over noise and nuisance; they are committed to comply with city noise abatement regulation and are open to discussions regarding landscaping.  A 20' noise abatement wall was erected in March 2007; the sound wall was reported as a success by residents living closest to the site along.

Zoning Changes to the Area:
Concept Plan CP00-001 in 2001 was proposed for nearly 980 acres on the east side of Chapel Creek Blvd. This plan included major rezoning for single-family dwellings; however, it also had zoning for major commercial and multifamily apartments along Chapel Creek Blvd.  Our interaction resulted in concessions of removal of multifamily zoning from along Chapel Creek, and downgrading zoning of the potential commercial developments.

Concept Plan CP02-198 and Preliminary Platting PP02-064 were proposed for 145 acres of land between Old Weatherford Rd. and Westpoint Blvd. on the west side of Chapel Creek Blvd. This plan for mostly single-family homes brought the potential for 20 acres of multifamily apartments. The CCNA's opposition brought concessions by the developer to remove the multifamily apartments from the zoning plan.  Also, an agreement was made with the City of Ft. Worth to improve water pipelines across developing properties and build an improved pump station simultaneously rather than in phases solved problems with low water pressure in the area.

Concept Plan CP01-1001 requested rezoning of many tracts of poorly-zoned commercial and multifamily areas to predominately single-family housing. However, the potential for multifamily apartments was in the plan, as well as a request to approve future development in the area without a normally-required Traffic Impact Study.  Due in part to CCNA opposition, this CP was disallowed.

Preliminary Platting PP01-1001 for 111 home sites on Chapin Rd. was approved with negotiations by the CCNA, which granted a tract of 13.8 acres of dedicated Neighborhood Park Land, and eliminated the potential of many acres of multifamily apartment zoning.

The CCNA's first action as a neighborhood association was to dispute a proposed change in a thoroughfare for Old Weatherford Rd. in 1999, which would have opened the possbility of a six-lane street improvement, running from I-30 to Loop 820.  The CCNA opposed this possible commerical trucking bypass, and was successful in changing the master plan to limit the thoroughfare to a four-lane secondary arterial road with no direct connection to I-30.

Little Chapel Creek:
In the spring of 2004 the area near Cypress Hills Dr. and Brea Canyon Rd. had flooding / drainage problems in the Little Chapel Creek that runs through the neighborhood.  Two residents actually had approximately 20' of their backyards washed away.  The CCNA was asked to help on the residents' behalf. It was found that the creek had moved toward the homes from original platting filed with the city, to the point where the new location of the creek would have precluded construction of the homes.  Contact with the developer, builder Choice Homes, and the City of Ft. Worth resulted in Choice Homes agreeing to properly grade the creek back to the platted position, away from the residents' homes.

Some of the homes on the west side of Whispering Wind Dr. experienced a sudden drop of nearly five feet from their back yards, causing fences to collapse as the embankment along Halliday Dr. was re-engineered during the development of Trail Ridge Estates. The developer originally refused to assist the residents until contacted by the CCNA, the City of Ft. Worth Development Department, and City Councilman Chuck Silcox. Repair work included the removal of loose fill construction debris left over from Chapel Creek Ranch development, which was replaced with solid-packed soil.  To date, no additional problems have arisen.
